BACKGROUND: The City Council set aside $50,000 in the 2014 budget for a 1st District Housing Solutions Program.  The details related to the use of these funds were to be brought back for final Council approval.
 
This recommendation is related to the use of $25,000 from this fund for an exterior paint program.  The guidelines for this program are listed below:
 
1.      Property must be owner-occupied.
2.      Property must be single family residential.
3.      Property must be within the 1st Council District.
4.      No income limits.
5.      Up to 20 gallons of exterior paint is available per property in five gallon increments.
6.      Property owner must not be behind on property tax payments.
7.      The cost of materials and labor beyond the actual paint is the responsibility of the property owner.
 
If the Council approves this program, a RFP will be released to select a paint supplier.  The paint specifications would require good quality paint and will restrict the paint colors.
 
FINANCIAL IMPACT: $25,000 from an existing project
 
NEIGHBORHOOD CONCERNS:   The City receives numerous calls for assistance with purchasing paint from neighborhood residents.
      
IMPACT IF APPROVED:  A paint program would be launched in 2014.
 
IMPACT IF DENIED:   No paint program would be available.
