BACKGROUND:  Harvard Ave. between Shady Oak Dr. and Purdue St. is in poor condition. The PCI is 41-48. The project will be reconstructed as part of the residential reconstruction project. Harvard Ave. from Purdue St. to War Memorial Dr. will be reconstructed in 2018.

 

There were two public meetings held for input on the roadway design. The new road will have a parking lane on the west side, two 10 foot driving lanes, a 2 foot drainage infiltration trench, and a 10 foot multiuse path on the east side. 

 

Crawford, Murphy & Tilly prepared the contract plans and specifications and bids were received on April 13, 2017 with four bidders submitting. The results are shown below:

R.A. Cullinan is a local business that has successfully performed work for the City many times in the past.

 

The Good Faith Efforts documentation submitted by R. A. Cullinan & Son has been reviewed and approved by the Equal Opportunity Manager.    The company will be utilizing two Minority Business Enterprises to provide Construction Layout and Trucking services equaling 3.9% of the total contract amount.  Additionally, four Women Business Enterprises will provide Silt Fencing, Landscaping, Striping and Traffic Control services equaling 12.5% of the total contract amount.

 

Millennia Professional Services will be performing Construction Engineering services through their Engineering Master Services Agreement with the City, which Council approved on April 12, 2016.

 

FINANCIAL IMPACT:  The project will be funded through roadway infrastructure projects identified in the Community Investment Plan. Project Number RP1605.

 

NEIGHBORHOOD CONCERNS:  Well-maintained infrastructure is a benefit to all neighborhoods.

                     

IMPACT IF APPROVED: Harvard Avenue will be reconstructed.

 

IMPACT IF DENIED:  Harvard Avenue will not be reconstructed.
