A.                     APPROVE a STATE MOTOR FUEL TAX (MFT) RESOLUTION, in the Amount of $520,291.00, for a Construction Engineering Services AGREEMENT with HUTCHISON ENGINEERING, INC. for the WEST GLEN AVENUE PROJECT from NORTH SHERIDAN ROAD to NORTH KNOXVILLE AVENUE; and,

 

B.                     APPROVE a STATE MOTOR FUEL TAX (MFT) RESOLUTION, in the Amount of $741,509.00, for Payment to PEORIA COUNTY for the WEST GLEN AVENUE PROJECT from NORTH SHERIDAN ROAD to NORTH KNOXVILLE AVENUE.

 

Body

BACKGROUND:  On September 10, 2019, City Council approved an intergovernmental agreement for the reconstruction and jurisdictional transfer of Glen Avenue #19-289. Peoria County received $1.274M in Surface Transportation Urban (STU) federal funding from PPUATS. The City and County will fund 50% of the final project cost beyond the grant funding. 

 

West Glen Avenue, from North Sheridan Road to North Knoxville Road is in need of improvement. The existing road is a two-lane rural section, which will be replaced with a three-lane urban section. This project will be constructed according to “Complete Streets” guidelines, accommodating all users of the right-of-way, and will improve the existing roadway by providing multi-modal transportation alternatives and applicable green infrastructure on this section between two high-density commercial zones. Approximately 2,500 linear feet of roadway will be removed and reconstructed during this project.

 

The attached Motor Fuel Tax (MFT) Resolution (A above) will fund the construction engineering services, provide by Hutchinson Engineering, Inc. under Master Services Agreement #18-369-J approved December 11, 2018 and #21-101-J approved April 13, 2021.

 

The attached Motor Fuel Tax (MFT) Resolution (B above) will fund the City’s share of reimbursement to the County for the construction expenses.

 

Attachments include two MFT Resolutions, a project location map, and the signed intergovernmental agreement with Peoria County.

 

 

FINANCIAL IMPACT:  Funding will come from State Motor Fuel Tax revenue.  (MFT Section #22-00029-01-PV).

 

 

 

 

NEIGHBORHOOD CONCERNS:  Staff is committed to keeping the public informed and involved throughout the duration of this project.  

                     

IMPACT IF APPROVED: The stated project expenses will be paid with State Motor Fuel Tax Dollars.

 

IMPACT IF DENIED:  Other funds will need to be sought to cover the project expenses.
