Title

Communication from the City Manager and the Human Resources Director with a Request to Authorize the City Manager to Execute the COLLECTIVE BARGAINING AGREEMENT Negotiated Between the City of Peoria and the INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS LOCAL UNION 51, with said Agreement Covering the Period from December 1, 2014, Through November 30, 2018.

BACKGROUND: Representatives of the City of Peoria and the Union negotiated and reached agreement on a successor contract on November 13, 2015.  The Union membership ratified the tentative agreement on November 24, 2015.  The major provisions of the Agreement include:

 

                     Term of agreement - Four years (December 1, 2014 - November 30, 2018)

                     General Wage Increase - 2% in year one, 2% in year two, 1.75% in year three, 1.75% in year four.

                     Bereavement Leave:  Definition of “spouse” expanded to include “civil union partner” to conform to recent changes in the law.

                     Management Rights: Updated and strengthened our Management Rights clause.

                     Job Bidding: Strengthened our rights to hire lead person on skills and abilities not just seniority.

                     Prohibition of Discrimination: Eliminated the Union’s ability to grieve under this section.  Took away “two bites at the apple”

                     Time limits: Eliminated the grievance being upheld in the event a deadline is missed.  Grievance now just moves to the next step.

IMPACT IF APPROVED:  Provides budget certainty for personnel costs and labor stability.

 

IMPACT IF DENIED:   No agreement with IBEW local 51 will exist.  Additional negotiations will ensue.
