Communication from the City Manager and Interim Chief of Police with a Request to APPROVE a SOLE SOURCE PURCHASE of a ScanX Scout Model D5000 Explosive Ordnance X-Ray Machine, 9 Phosphor Storage Plates, 9 Plate Protectors, and a Flex Ray ScanX Scout Kit with Hard Transport Case from SCANNA MSC INC., in the Amount of $31,835.20, to be Purchased from the 2020 Edward Byrne Justice Assistance Grant.

BACKGROUNDIn October 2020, the City of Peoria accepted the FY2020 Byrne Memorial Justice Assistance Grant (JAG) in the amount of $58,636.00.  This JAG Program allows states and units of government the opportunity to improve services through a range of activities aimed at preventing and controlling crime and improving the law enforcement component of the criminal justice system.  The JAG 2020 funding provided the City of Peoria $34,008.00 and the County of Peoria $24,628.00. The Peoria Police Department initially intended to use its share of the funds to purchase RFID Evidence Tracking Technology for the Police Department Property and Evidence Room.

 

The Peoria Police Department Explosive Ordnance Disposal Team is requesting the use of the funds instead to replace their existing Explosive Ordnance X-Ray machine, which is nearing end-of-life. As the system is over a decade old, the chances for failure of components is high and the manufacturer no longer provides support for the machine due to age.

 

The machine and consumables required for usage will be sole sourced through SCANNA MSC INC. This is also the manufacturer of the existing equipment, as well as equipment used by collaborative surrounding agencies working with PPD’s EOD Team. Sole source through SCANNA will allow for plug-and-play operation with existing components and consumables, compatibility with collaborative surrounding agencies’ equipment and consumables, as well as no need for additional training costs for EOD Team members.

 

RFID Evidence Tracking Technology will be sourced at a later date from funds to be determined.

 

FINANCIAL IMPACT:  The City of Peoria will utilize existing federal funds to procure necessary equipment.

 

NEIGHBORHOOD CONCERNS:  There are no neighborhood concerns identified at this time

                     

IMPACT IF APPROVED:  The City of Peoria Police Department Explosive Ordnance Disposal Team will receive equipment critical to their mission which will allow them to operate efficiently with a minimal footprint, coordinate effectively with surrounding collaborative agencies in the event of a major incident, and protect both the lives of the citizens as well as emergency responders in an event involving explosive ordnance.

 

IMPACT IF DENIED:  If denied, the City of Peoria Police Department Explosive Ordnance Disposal Team will be relying on outdated equipment which is prone to failure and/or incompatible with equipment used by collaborative agencies in any events involving explosive ordnance, risking both failure of equipment and lives of civilians and first responders.
