Communication from the City Manager and Corporation Counsel with a Request to Approve Amendment No. 1 to the INTERGOVERNMENTAL AGREEMENT Between the CITY OF PEORIA and PEORIA PUBLIC SCHOOLS DISTRICT 150 for the City to Provide a Total of Three Peoria Police Officers to Certain Specific District High Schools.

BACKGROUND:  On August 12, 2014, the City Council approved the Intergovernmental Agreement between the City of Peoria and the Peoria Public Schools District 150 for the Peoria Police Department to provide policing services at District 150 high schools starting in the spring semester of the 2013-2014 school year and lasting through the last day of the 2017-2018 school year. Attached is said agreement that was entered on August 14, 2014 (File No. 14-330). 

 

On May 13, 2015, District 150 gave notice to the City that it was terminating this Agreement due to fiscal and other reasons. Since then, the City and District 150 representatives have continued their discussions on the Agreement and due to the City’s application for a COPS Grant, District 150 has reconsidered its decision to terminate the Agreement and instead, would like to continue the Agreement with certain changes to the Agreement.

 

Amendment No. 1 outlines the changes along with the District’s withdrawal of its Notice of Termination of the Agreement and the City’s acceptance of the District’s withdrawal of its Termination Notice. The changes to the Agreement contained in Amendment No. 1 include reducing the number of Peoria Police Officers to three officers instead of the original five officers and the Peoria Police Officers being assigned to Peoria High School, Manual Academy and Richwoods High School, thus eliminating Woodruff Career Technical Center as an assigned location. In addition, the amendment includes a provision that the Agreement terminates at the conclusion of the 2015-2016 school year if the City does not receive COPS Grant for five additional officer positions. All other terms of the Agreement remain in effect.

 

FINANCIAL IMPACT: Per the terms of the original Agreement, District 150 will pay the City $47.01 per hour per officer for each hour worked. 

 

NEIGHBORHOOD CONCERNS:   Not applicable.

                     

IMPACT IF APPROVED:  District 150 will continue to have City police officers working in District 150 schools to promote the safety and welfare of the students.

 

IMPACT IF DENIED:   District 150 will utilize their own employees to promote safety and welfare of the students.  City police will need to respond to schools to handle criminal matters.
