Title

Communication from the City Manager and the Director of Human Resources with a Request to Authorize the City Manager to Execute the COLLECTIVE BARGAINING AGREEMENT Negotiated Between the City of Peoria and the Five (5) Labor Unions that Comprise the Multi-Union Agreement.  The Agreement will Cover the Period from December 1, 2014, through November 30, 2018.  The Labor Unions Involved Were TEAMSTERS LOCAL 627, LABORERS LOCAL 165, CARPENTERS LOCAL 237, PAINTERS LOCAL 157, AND STEAMFITTERS LOCAL 353.

BACKGROUND: :  Representatives of the City of Peoria and the five (5) labor unions of the Multi-Union Agreement began negotiations of a successor contract on December 11, 2014. The parties reached tentative agreement on March 9, 2016. The Unions involved represent forty (40) employees in the Traffic, Operations, Facilities and Equipment Divisions of the Public Works Department, and two (2) employees at the Fire Department.

 

The Union membership ratified the tentative agreement on May 9, 2016. The major provisions of the Agreement include:

 

                     Term of agreement - Four (4) years (12/01/04-11/30/18)

                     General wage increases:

 

12/01/14        12/01/15        12/01/16        12/01/17      

     2.0%              2.0%             1.75%           1.75%           

 

                     Increases over the term of the agreement for clothing, safety shoe and tools (mechanics) allowances.

                     Maintenance Worker pay grades reduced from 4 to 3.

                     Negotiated more favorable language on discipline policy and management rights.

                     Changes to seniority are implemented to include job selection and classification of jobs by category.

                     Negotiated more favorable language on time limits as it applies to grievances.

 

 

 

FINANCIAL IMPACT: Funding for increases are allocated in current budget.

IMPACT IF APPROVED:  Provides opportunity to make long-range budgetary plans regarding personnel costs and provides labor stability

 

IMPACT IF DENIED:   No agreement with the five (5) labor unions involved will exist. Additional negotiations will ensue. The potential remains for a work stoppage to occur.
