(ICCI) in the Amount of $59,154.25 for the MCCLURE AND NORTH TRAFFIC SIGNAL REMOVAL PROJECT, with an Additional Authorization of $5,915.75 (10%) for Contingencies, for a Total Contract Award of $65,070.00. (Council District 2)

BACKGROUND:  The Community Investment Plan has a project identified to upgrade the signals at the intersection of McClure Avenue and North Street. Before spending the money to install new signals, the city completed a traffic study that determined that the signals were no longer warranted. Following the proper procedure, the city crews installed stop signs and the signals were put in red flashing mode for a few weeks and then bagged for a total of 90 days. After receiving no public comments on the signals being off, the city crews removed the signal poles in August.

 

This project removes the traffic signal foundations and upgrades the ADA ramps at the intersection.

 

Bids for the McClure Ave. and North St. Traffic Signal Removal project were advertised in the Peoria Journal Star and on the City’s website. Bids were opened on September 13, 2022, with two bids received, as follows:

The Engineer’s Estimate for the project is $37,730.00.

 

ICCI is a local business that has successfully performed work for the City many times in the past.

 

The subcontractor utilization statement submitted by prime contractor ICCI demonstrates that the company will be utilizing the following MBE subcontractor: Kelly Brown Trucking for trucking equaling 3.5% of the total contract amount. ICCI will be utilizing the following WBE subcontractor: Varsity Striping for pavement marking removal equaling 13% of the total contract amount. This exceeds the WBE goal of 5%. Documentation was reviewed and approved by the Chief Diversity and Inclusion Officer.

 

They have successfully met the minority workforce utilization on the recent Eugenie Avenue reconstruction project utilizing 19.7% minority (18% goal). They also utilized 2.5% women (3% goal). Staff will monitor and make sure a Good Faith Effort is made to reach these goals.

 

FINANCIAL IMPACT:  The project will be funded through Project T2209 for the Traffic Signal - McClure/North identified in the Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  None

                     

IMPACT IF APPROVED: Project will move forward to remove the signal foundations and upgrade the ADA ramps.

 

IMPACT IF DENIED:  Signals are still removed, but foundations will remain causing a safety concern that someone may trip. ADA ramps will not be upgraded.
