Communication from the City Manager and Director of Public Works with a Request to APPROVE a STATE MOTOR FUEL TAX RESOLUTION, in the Amount of $557,500.00, for Construction and Construction Engineering Services for the ALLEN ROAD RESURFACING PROJECT (Walton Way to 800 feet south of Altorfer Drive). (Council District 5)

BACKGROUND:  The attached motor fuel tax resolution will authorize funding for construction and phase 3 construction engineering services for the Allen Road Resurfacing project. This resolution is required before the State advertises and lets the project in early 2020.  

 

A portion of this project is federally funded by a $442,500 Surface Transportation Urban (STU) grant from PPUATS.

 

IDOT’s Regional Engineer concurs with City Staff that effective project scheduling can help the State let the construction contract by March 6th, 2020. This resolution will keep the schedule on track.

 

FINANCIAL IMPACT:  The 2020 Community Investment Program authorizes the utilization of $557,500.00 of State Motor Fuel Tax dollars in 2020 for this project. This resolution does not award funds.

 

NEIGHBORHOOD CONCERNS:  Allen Road, from Walton Way to 800 feet south of Altorfer Drive, is in very poor condition. This project will address many of the surface issues resulting from damages incurred by the 2018/19 winter conditions. This section of Allen Road is a high-volume roadway with approximately 18,000 vehicles per day.

                     

IMPACT IF APPROVED: Staff can further coordinate with IDOT on letting the project by March 6th, 2020 and beginning construction summer 2020.

 

IMPACT IF DENIED:  The project may be delayed, resulting in less economical bidding and construction scheduling.
