Communication from City Manager and the Director of Public Works with a Request to APPROVE the PURCHASE of a Durapatcher Machine, for the Total Amount of $51,227.00, from DURACO, INC. of Pearl, Mississippi, Utilizing the STATE of ILLINOIS CONTRACT BID PROCESS.

BACKGROUND:  Public Works staff fills over 25,000 potholes annually, which requires two workers and two trucks. According to Strategic Highway Research Program (SHRP) studies, the DuraPatcher machine is the most cost-efficient, reliable method of road repair sometimes lasting up to 5 years.  This saves on costly, repeated visits to the same pothole.

 

Public Works staff benchmarked other communities’ street maintenance equipment and processes, and learned of the DuraPatcher machine.  It can be purchased from the manufacturer in Pearl, Mississippi, through the state bid process.

 

The DuraPatcher machine is pulled by a truck and provides an easy-use wand applicator that delivers the product to the pavement, which helps to relieve stress injuries to the operator. It also allows for less asphalt usage in the square and patch process presently used for major street repairs.

 

With the addition of a DuraPatcher we would be able to reduce one worker and an extra truck that is presently required to repair pothole at this time. Public Works will be able to repurpose this worker and be able to increase efficiency on other infrastructure needs.

 

FINANCIAL IMPACT:  The total purchase price of $51,227 will be paid from surplus fuel account operating funds recouped due to the reduced price of fuel.  Account No. 101-3122-548.41-04.

IMPACT IF APPROVED:  More reliable street maintenance repair, reduced injuries, and cost reductions in labor.

 

IMPACT IF DENIED:  The current street maintenance processes will remain in place.
