ACTION REQUESTED: 

Title

Communication from City Manager and Director of Public Works with a Request to Approve the 2016 STREET MAINTENANCE MATERIALS VENDORS.

BACKGROUND:  Bids for the 2016 Street Maintenance Materials were received and opened on March 24, 2016.  The bids listed in bold type on Attachment #1 are recommended for approval.

 

In several cases, as shown on Attachment #1, contract awards for materials are recommended to more than one firm for the following reasons:

 

1.                     The location of the vendor’s facility is the determining factor, based on job site location, in order to allow for reduced delivery times.

2.                     Some vendors do not provide all materials every day.  The selection of two vendors provides staff with a supply choice to assure materials are available on any scheduled work day.

 

On December 11, 2012, Council adopted changes to the City Code regarding Purchasing.  One of the items included was language addressing “local” purchasing.  To encourage procurement of goods and services from companies within the corporate limits of Peoria by incentivizing their participation in the bid process, local vendors are given a 3% bid advantage over non-local vendors.  This rule did not affect any of the bids.

 

FINANCIAL IMPACT: Funding for these expenditures is provided in the 2016 Operations Budget for Public Improvements:  Castings 101-3120-542.44-06, Cold Patch Mix 101-3120-542.44-08, and Traffic Parts and Supplies 101-3151-544.49-04.

 

NEIGHBORHOOD CONCERNS:   The approval of this request will enhance the citizen’s quality of life by ensuring materials will be available for street maintenance.

                     

IMPACT IF APPROVED:  Important street, storm sewer, and alley maintenance annual activities will continue.

 

IMPACT IF DENIED:   Materials will not be available for annual street maintenance, resulting in infrastructure deterioration and additional work later, at additional cost.
