Communication from City Manager and Director of Public Works with a Request for the Following: 

 

A.                     APPROVE the SUPPLEMENTAL STATE MOTOR FUEL TAX RESOLUTION, in the Amount of $1,230,000.00, for Preliminary Engineering and Right-of-Way Services for the WESTERN AVENUE PROJECT (ADAMS STREET to LINCOLN AVENUE); and 

 

B.                     APPROVE SUPPLEMENT #1 to the Preliminary Engineering AGREEMENT with TERRA ENGINEERING, LTD, in the not-to-exceed Amount of $1,214,621.18 for the Project. (Council District 1)

 

Body

BACKGROUND:  Western Avenue, between Adams Street and Lincoln Avenue, is in need of improvements. This roadway is also in the combined sewer area. This project will be designed as a “Complete, Green Street” accommodating all users of the right-of-way and incorporating storm water management features to abate combined sewer overflows. The project will maximize co-benefits for the community by following the approach developed by the i-Team.

 

In 2016, $150,000 in MFT funds were used to begin engineering for this project. (Ref. Council Item #16-220). We are now ready to complete preparation of construction plans and right of way acquisition. A location map and the Supplemental Motor Fuel Tax Resolution (for preliminary engineering services and city staff time involving the design of the replacement of curb and gutter, sidewalk, storm water management systems, lighting systems, and pavement improvements along Western, as well as right of way acquisition), are attached to this communication. 

 

TERRA Engineering Ltd. will be providing the design engineering services on this project under a work order from its Master Services Agreement approved by Council April 12, 2016 (Item #16-119-A). TERRA Engineering Ltd. is a DBE. The Illinois Department of Transportation requires an Engineering Agreement in an IDOT format to approve the use of the MFT funds for the work. This agreement is also attached.

 

The cost of the roadway project is estimated at $10 million. The intent is to construct the project in 2019 and 2020.

 

FINANCIAL IMPACT:  Funds are available in the current budget from Community Investment Program Project M16358, Western Avenue Improvement-Adams Street to Lincoln Avenue.

 

NEIGHBORHOOD CONCERNS:  Three public meetings have been held to-date regarding this project: October 20, 2016, February 13, 2017, and May 8, 2017. Additionally, more than 200 on-line and paper survey responses were received. A typical section has been chosen based on input received.

                     

IMPACT IF APPROVED: Design engineering will continue.

 

IMPACT IF DENIED:  The project will not proceed.
