BACKGROUND:  The Greater Peoria Sanitary District (GPSD) opened bids on November 3, 2014 for the Annual Repair Contract - 2015 (GPSD Project #2443) for repair and modification of various sanitary sewers. This repair work is for the City of Peoria-owned sanitary and combined sewers which are maintained by GPSD. This contract is used for reactive repairs to the sanitary and combined sewers when failures and defects are encountered, as well as for proactive, planned repairs to the sanitary sewers in association with the Sanitary Sewer Rehabilitation Program.
 
The Sanitary Sewer Rehabilitation Program is nearing completion. Staff anticipates that City-owned separate sanitary sewers will be transferred to GPSD on May 1, 2015.
 
GPSD's Board awarded the contract at its meeting November 18th, subject to the City Council's concurrence.  Funds for this work will come from the Sewer User Fee accounts.
 
Two bids were submitted on the work.  Since the work is performed as needed, the base bids were taken on a representative, multi-day repair scenario.  The bids were as follows:

The Good Faith Efforts documentation submitted by J.C. Dillon for this project (Project #2443 Annual Repair Contract - 2015) has been reviewed and approved by the Equal Opportunity Office. The Company will be utilizing one Minority Business Enterprise (MBE) to provide the trucking services on the project and one Woman Business Enterprise (WBE) to provide traffic control as needed.
 
FINANCIAL IMPACT: The annual cost for this work is dependent upon the number of repairs required during the year. The Sanitary District will pay expenses for this project from Sewer User Fees collected for the City. The total annual repair costs, combined with other sewer maintenance and rehabilitation program costs, cannot exceed the 2015 budget for GPSD Capital Sewer Maintenance ($700,000) and/or the remaining budget from the Sanitary Sewer Rehabilitation Program (approximately $1,460,000). The amount spent on the Annual Repair Contract in 2011 was $654,294. The amount spent in 2012 was $748,953. The amount spent in 2013 was $1,294,819. The amount spent in 2014, through November 30, was $1,543,555. These increasing amounts are due to the near completion of the Sanitary Sewer Rehabilitation Program.
 
NEIGHBORHOOD CONCERNS:   Our residents and businesses benefit from well-maintained sewers and our ability to perform repairs quickly.
      
IMPACT IF APPROVED:  The repairs will be performed by one contractor with unit prices for various work items defined through the bidding process, which would result in a lower cost to the City.
 
IMPACT IF DENIED:   Necessary repairs would be performed as "time and materials" work, which would result in higher cost to the City.
