Communication from the City Manager and Director of Community Development with a Request to APPROVE a Substantial Amendment to the 2020 HUD CONSOLIDATED PLAN and 2021 ANNUAL ACTION PLAN.

BACKGROUND: The purpose of these substantial amendments is to reallocate funding in the plans to reflect programs and projects previously approved by City Council for Community Development Block Grant (CDBG) funds and CDBG COVID funds.
The Consolidated Plan outlines how funding from the Department of Housing and Urban Development (HUD) will be spent over five years. In addition, the City’s 2020 Consolidated Plan is where HUD requested communities input the additional CDBG COVID funds. The amendment to the Consolidated Plan outlines that remaining funding dedicated to COVID projects will be spent on Public Facility projects by Phoenix Community Development Services for rehabilitation of a building for workforce development programs (Item #20-011) and by the Peoria Park District at Trewyn Park (Item # 22-012) as previously approved by City Council. It also updates the outcome goals to reflect the changes in funding for these projects.
The Annual Action Plan is a one-year plan of how that year’s funding will be spent on projects and goals outlined in the Consolidated Plan. The amendment to the 2021 Annual Action Plan reallocates CDBG funding to Public Facility projects for the CDBG portion of the Non-Profit Capital Program (Item #22-041) that was previously approved by Council. The specific allocations of this funding will be determined by the CDBG Public Service Advisory Commission.
These amendments will be submitted to HUD to provide an updated spending plan and updated goals to be met with HUD funds.
FINANCIAL IMPACT: CDBG and CDBG-CV funds will be reallocated to the previously approved projects.
NEIGHBORHOOD CONCERNS: The development of the amendment included a 30-day comment period.
IMPACT IF APPROVED: The City of Peoria would submit the amended plans to HUD.
IMPACT IF DENIED: The City of Peoria would not submit the amended plans to HUD and alternatives would need to be identified.
ALTERNATIVES: None at this time.
