Communication from the City Manager and Chief Information Officer with a Request for the Following:

 

A.                     APPROVE and Authorize the Execution of a CONTRACT with DELTAWRX, in the Total Amount of $183,222.00, with $86,206.00 to be paid by ETSB, to Administer CAD/RMS Consulting Services.

 

B.                     ADOPT an ORDINANCE Amending the City of Peoria 2022 - 2023 BIENNIAL BUDGET, Relating to the Use of Capital Fund Fund Balance in the Amount of $183,222.00 for CAD/RMS Consulting Services.

 

Body

BACKGROUND:  The current CAD/RMS software is at the end of its life. This software is an absolute necessity for public safety and dispatch. Computer-aided dispatch (CAD) systems are utilized by dispatchers, call-takers, and 911 operators to prioritize and record incident calls, identify the status and location of responders in the field, and effectively dispatch responder personnel. Police records management systems (RMS) enable law enforcement agencies to store, retrieve, retain, archive, and view information, records, or files pertaining to law enforcement operations. These tools automate vital processes that enhance day-to-day operations. We need CAD/RMS to meet state and federal mandates such as reporting data to NIBRS, NCIC, LEADS, etc. After meeting with multiple agencies and City staff we have realized that we need someone with a vast array of experience to help us find a product that meets our needs, with that we found DELTAWRX to have the experience and success needed for this critical project.

 

DELTAWRX has both broad and deep understanding of public safety and criminal justice operations, governance, funding, and staffing. They have conducted business process reengineering initiatives for numerous fire, law enforcement, emergency medical, communications and jail and correctional agencies, and bring operational insights from their work with hundreds of public safety agencies across the country.

 

FINANCIAL IMPACT:  $97,016 will come from the capital fund, and $86,206 will be paid by the ETSB.

 

NEIGHBORHOOD CONCERNS:  No concerns

                     

IMPACT IF APPROVED: The City and surrounding agencies will have a dedicated team of experts conducting a needs assessment and business process analysis to help us develop an RFP and proposal evaluation based on their findings, and finally assist us with vendor selection and contract negotiations.

 

IMPACT IF DENIED:  The City does not have the skillset needed to take on the sheer volume of work it will require to conduct a thorough needs assessment and business process analysis and write a solid RFP. Our stakeholders include but are not limited to: Peoria Police, Fire, and ECC, The County of Peoria, Bartonville, Chillicothe, Peoria Heights, Parks District, Bradley, and ETSB. This project needs to be carefully handled so that we choose a software(s) that will best suit our needs and our citizens’ needs.
