Title

Communication from City Manager and Director of Public Works Requesting Approval of a CONTRACT with FOTH INFRASTRUCTURE & ENVIRONMENT for the Engineering Services Agreement with the PEORIA CITY/COUNTY LANDFILL COMMITTEE from July 1, 2015 through June 30, 2016, in the amount of $253,000.

BACKGROUND: 

On April 15, 2015, the Peoria City/County Landfill Committee voted to approve the Engineering Services Agreement with Foth Infrastructure & Environment from July 1, 2015 through June 30, 2016, in the amount of $253,000.  The Agreement covers specific areas of service and the breakdown for each follows:

 

On February 18, 2015, the Landfill Committee reviewed the Performance Metrics and mutually agreed that Foth had met the expectations of the components outlined in the performance metrics; and, directed staff to enter into negotiations with Foth. 

 

The four performance metrics covered the following:

 

                     Scope/Schedule/Budget:  Meeting the contractual requirements

                     Communication/Response Time:  Meeting the agreed upon response times for the Contract Operating regarding review and response

                     Compliance:  Meeting the regulatory requirements to keep Landfill No. 1 in compliance

                     Innovation:  Providing the Committee with ideas that save money, increase visibility, and/or reduce environmental impacts

Engineering services and cost estimates included in the Agreement are in accordance with the 2015 City/County Landfill Budget.

 

Since the value of this annual contract exceeds $50,000 both the City Council and the County Board would need to approve the contract. 

 

FINANCIAL IMPACT:  Funds for this contract are included in the Landfill Fund, which is funded from the Landfill operations receipts.

 

NEIGHBORHOOD CONCERNS:  There is continued interest in the landfill operations on the part of many area residents, and in retaining Foth, with their extensive experience, which will have a positive impact on the perception of our landfill operations for 2015/2016.

                     

IMPACT IF APPROVED: Work at the Peoria City/County Landfill would be extended from July 1, 2015 through June 30, 2016 with experienced individuals from Foth Infrastructure & Environment.

 

IMPACT IF DENIED:  The Landfill Committee would still need technical assistance to operate the Landfill, so an engineering firm would need to be retained for this service.

 

ALTERNATIVES:  None
