Communication from the City Manager and Director of Community Development with a Request to Concur with the Recommendation from the Planning & Zoning Commission and Staff for the Following:
A. APPROVE a RESOLUTION Approving an Annexation Agreement for the Property Identified as Parcel Identification No. 09-29-301-020 and with an Address of 1818 W WILHELM ROAD, Peoria, IL. (Council District 5); and
B. ADOPT an ORDINANCE Annexing Territory for the Property Identified as Parcel Identification No. 09-29-301-020 and with an Address of 1818 W WILHELM ROAD, Peoria, IL. (Council District 5); and
C. ADOPT an ORDINANCE REZONING Property from a Class R-3 (Single Family Residential) to R-2 (Single Family Residential) for the Property Identified as Parcel Identification No. 09-29-301-020 and with an Address of 1818 W WILHELM ROAD, Peoria, IL. (Council District 5);
D. ADOPT an ORDINANCE Approving the Preliminary/Final Plat of CARLSON SUBDIVISION for the Property Identified as Parcel Identification No. 09-29-301-020 and with an Address of 1818 W WILHELM ROAD, Peoria, IL. (Council District 5);

BACKGROUND: Petitioners Ferenc and Ruth Davidovics as owners are requesting to annex 1.84 acres of property with the following terms:
1) Property shall be zoned Class R-2 Single Family Residential District;
2) Approval of the Carlson Subdivision Plat with Lot 2 designated as a Duplex Lot;
3) Connection to public sanitary sewer required upon residential development of Lot 2.
4) New construction on the annexing property must include 50% masonry material for a principal structure.
The Planning & Zoning Commission found that the request met the Findings of Fact and voted 5 to 0 TO APPROVE.

FINANCIAL IMPACT: Additional property tax revenue.
NEIGHBORHOOD CONCERNS (at the Planning & Zoning Commission meeting): Neighbors expressed concern for the compatibility of new construction with the surrounding residential structures to ensure aesthetics and quality of construction.
IMPACT IF APPROVED: The subject property will be annexed to the City of Peoria, rezoned to R-2 Single Family Residential and subdivided into two lots. Lot 2 may be developed with a duplex structure. New construction of a principal structure on both lot 1 and 2 will require 50 percent masonry building materials.
IMPACT IF DENIED: The subject property will not be annexed to the City of Peoria.
