DILLON, INC. and APPROVE a CONTRACT in an Amount Not to Exceed $266,000.00, from the Base Bid of $241,685.00 with an Additional Authorization of $24,315.00 (10%) for a Total Award of 266,000.00 for STORM SEWER CLEANING, TELEVISING, AND EVALUATION. (All Council Districts)

BACKGROUND: Public Works staff is in the process of creating an asset management system for the storm drainage system. Mapping of the entire system has been in progress since 2012 and is nearing completion. The next steps in this data gathering process is to inspect and rate the condition of the storm sewers using high definition digital cameras mounted on remote controlled small tractors. This work will also include cleaning these pipes with high pressure water and vacuum systems.
The contract identified five sections within the City of Peoria (one in each council district) that add up to 68,000 feet of pipe ranging in size from 4” to 60” diameter. Pipes, manholes, and inlets will all be rated based on an industry standard that has been adopted by the Public Works Department. All work is to be completed and data delivered by the end of 2023.
The contract advertised on May 18th and 19th and bids were opened on June 9th with the following bids were received:

Crawford, Murphy & Tilly prepared the bidding and contract documents.
The work will be completed based on bid unit prices per foot of pipe and per manhole/inlet inspected. Public Works staff is recommending adding the 10 percent contingency to account for unknown conditions that are encountered as the work is performed.
J.C. Dillon, Inc. is a local business that has successfully performed work for Peoria in the past.
Because of the nature of this project and the specialized equipment and training required, J.C. Dillon proposes to perform all the work and not use MBE or WBE sub-contractors. J.C. Dillon, Inc. completed the Drainage Repair Contract from 2019 to 2021 with 23.3% minority workforce hours and 0.2% female work hours. FINANCIAL IMPACT: The project is budgeted in the 2022 Community Investment Plan as Project Number O2213
NEIGHBORHOOD CONCERNS: Problems due to the deterioration and failure of the storm sewer system are a concern and priority for all neighborhoods.
IMPACT IF APPROVED: Storm sewers in these 5 areas of the city will all be cleaned and operate at peak performance. Sections requiring repairs will be identified and added to the annual repair contract. Peoria will have much needed condition information about the City storm sewers and will begin developing project priorities based on condition and risk.
IMPACT IF DENIED: City drainage infrastructure will not be repaired. The condition of the City’s drainage system will decline.
