Communication from the City Manager and Interim Director of Public Works with a Request to ACCEPT the LOW BID of R.A. CULLINAN & SON, INC., a Division of UNITED CONTRACTORS MIDWEST, and Award a Construction CONTRACT, in the Amount of $411,000.75, for the Base Bid Plus 10% Contingency for the SEAL-COATING CONTRACT - 2019.  (All Council Districts)

BACKGROUND:  Public Works proposes to continue the annual seal-coating contract to preserve roads in good condition in order to prolong their lifespan and delay costly major reconstruction projects. Seal-coating is a surface treatment used to extend the life of pavement in which the pavement is sprayed with asphalt, which is immediately covered with aggregate and rolled. Seal coats are primarily used to seal pavement with non-load associated cracks and to improve surface friction.  This contract will also cover various asphalt work that needs to be completed in preparation for the seal coat.

 

Public Works prepared the contract specifications and advertised for bids. Bids were received and opened on July 26, 2019, with one bidder submitting. There are not many contractors in this area that perform this type of specialized work.  (Attached is a list of the streets to be treated in the 2019 Program.)

RA Cullinan/UCM is a local contractor that has successfully performed numerous construction projects in the past for the City.

 

The Good Faith Efforts documentation submitted by R.A. Cullinan & Son, A Division of UCM, has been reviewed and approved.  Due to the specialized nature of this work, subcontracting opportunities are limited, however R.A. Cullinan aims to meet City minority participation goals.  In 2018 the company missed the City’s minority goal of 18% on this project 17.1% participation and exceeded the City’s female workforce goal of 3%.  R.A. Cullinan is committed to meeting the goals in 2019. 

 

FINANCIAL IMPACT:  Funding is available through the 2019 Community Investment Plan for Pavement Preservation-Implementation, Project R1909.

 

NEIGHBORHOOD CONCERNS:  Well-maintained roads are a benefit to all neighborhoods.

                     

IMPACT IF APPROVED: Seal-Coating will be constructed.

 

IMPACT IF DENIED:  Seal-Coating will not be constructed and may cause roads to further degrade to a condition requiring a more costly, complete reconstruction.
