Body

BACKGROUND:  In 2012, the City issued an RFQ and selected firms for the first round of three-year engineering Master Service Agreements (MSAs). On March 13, 2012, Council approved that process under Item 12-082. The MSAs established under that process were extended into 2015 and expired at the end of December. The current Request for Statements of Qualifications (RFQ) for Various Engineering Services was advertised in the Peoria Journal Star and posted on the City web site.  This new round of Master Services Agreements will fulfill the need for professional services through Years 2016, 2017, and 2018. The professional engineering services requested under the RFQ include Phases 1&2 Engineering, Phase 3 Engineering, and other technical services. Work Orders under a blanket MSA will be issued for individual projects and will be negotiated and authorized by the City Engineer on an as-needed basis.

 

Submittals were accepted on March 11, 2016 at 4:00 PM with twenty six (26) teams submitting. The selection team included Director of Public Works Mike Rogers, Assistant Public Works Director/City Engineer Scott Reeise, Traffic Engineer Nick Stoffer, and Civil Engineers II Jane Gerdes, Andrea Klopfenstein, and Stephen Letsky.

 

The selection criteria included experience of the team, experience of the individuals assigned to the project, flexible staffing levels, project approach, quality of previous projects, ability to meet schedule and budget, public outreach/ involvement, communication plan, innovation ideas or experience, ideas or experience with green infrastructure, ability to staff the project locally, quality of the proposal, labor rates and reimbursable rates.

 

The Community Investment Plan was consulted to determine the amount of total engineering services needed for the next three years.  The 2016-2020 Community Investment Plan identifies approximately $49.5 million in infrastructure investment over the next three years, with a possible additional $30 million in combined sewer investment for a total of $79 million of total investment.  Twenty percent (20%) of the $79 million would be $15.8 million for engineering fees.  Staff recommends entering into agreements for a maximum value of $14.8 million for master services, which will allow staff to enter into work orders and implement the Community Investment Plan efficiently.  These MSAs are not a guarantee of work, but allow staff to enter into work orders up to the maximum amount for each selected firm.  If additional funds are needed for a work order, staff will come back to Council for approval.

 

Minority Business Enterprises (MBE) account for 16.9% of the recommended master service agreement dollar value and 16.9% are recommended with Women Business Enterprises (WBE).

 

FINANCIAL IMPACT:  Funding for the Work Orders under the Master Service Agreements will come from Community Investment Program funds.

 

NEIGHBORHOOD CONCERNS:   These contracts will enable the City to continue to be responsive to citizen concerns.

                     

IMPACT IF APPROVED:  Staff will enter into engineering agreements and will issue work orders for design, construction and other technical engineering services as needed.

 

IMPACT IF DENIED:   Due to staffing levels, the City is unable to complete the work in house. If consultants are not used to support the engineering staff, then many projects will not be able to be completed.
