ACTION REQUESTED: 

Title

Communication from the City Manager and Director of Public Works with a Request to Accept the LOW BID of C&G CONCRETE COMPANY, INC., in the Amount of $200,003.07, and AWARD a CONTRACT for the 2016 ADA RAMP PROGRAM with an Additional Authorization of $31,782.35 for a Total Award of $231,785.42.  (Council Districts 1,3 & 5)

BACKGROUND: The ADA Ramp Reconstruction Project will continue to implement the City’s approved ADA Transition Plan. Work in 2016 will focus on sidewalk and ADA curb ramp replacement to bring intersection quadrants up to ADA compliance.

 

Citizen requests for ADA Ramp repairs have risen sharply. Project locations are noted on the attached map. Sites that have had recent trip complaints are included. Permeability of surface infrastructure is considered in places throughout the City as ADA Ramps are being made compliant.

 

The project was advertised on April 22nd and 25th with bids opened on May 13th with three bids received as follows:

Engineer’s base estimate:   $223,896.75

 

Staff requests additional authorization to increase the base bid of the lowest responsible bidder by $31,782.35 to satisfy additional liability or ADA transition concerns.

 

C&G Concrete Company, Inc. (C&G) is a local business that has successfully performed work for the City in the past. This contractor worked on the City’s 2014 and 2015 Sidewalk Participation Programs, the second phase to the 2015 Sidewalk Participation program, and the Mount Hawley Road Sidewalk project in 2015.

 

The Good Faith Efforts documentation submitted by C&G has been reviewed and approved by the Equal Opportunity Manager. The company will utilize a Minority Business Enterprise (MBE) for trucking services equal to 5.0% and a Women Business Enterprise (WBE) for landscaping services equal to 5.85% of the contract.

 

Public Works Staff coordinated the inspections, quantification, and contract bidding in Year 2016. Further, an Engineering staff member of Public Works Department will be overseeing the construction. Previous consultant costs per program budgets widely ranged from 11.4% to 65.1% of the dollars allocated for Construction. The 2016 in-house Engineering and Construction Supervision time will be approximately 8.6% of the construction cost.

FINANCIAL IMPACT: This project is a part of the City’s Community Investment Plan of the FY 2016-2017 Programs. Project funding is from the City’s Federal Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds.  On January 12, 2016, City Council approved the reallocation of funding from the current CDBG Economic Development Program to fund public infrastructure projects identified in the City’s Capital Budget (Council Item # 16-005).  CDBG entitlement funds from program years 2013 ($170,000), 2014 ($28,860) and 2015 ($52,925.42) will be allocated to this project. The total budget for this project will be utilized as follows:

NEIGHBORHOOD CONCERNS:   The community requests ADA Ramps throughout the City to provide safe conditions for disabled citizens. Ramp qualification is based on the City’s completed GIS ranking for every ramp in the City limits.

                     

IMPACT IF APPROVED:  Staff can proceed with issuing the construction contract to initiate the 2016 Community Investment Plan’s ADA Ramp Program.

 

IMPACT IF DENIED:   The ADA Ramp Replacement program, a component of the ADA Transition Plan, will be delayed in the 2016 CIP.
