BACKGROUND: 

 

Proposal

The Petitioner, Bremen Development Inc., is requesting to annex eight acres of land located along the east side of Orange Prairie Road extended.  The property is contiguous to Peoria’s corporate boundary along its southern property line.  The property is currently undeveloped farmland and surrounded by county zoning class Agricultural2 to the north, west, and east, and City of Peoria zoning class R-6 (Multi-Family Residential) to the south.

 

The proposed annexation agreement for the parcel includes the following terms: 

1)                     Property shall be re-zoned from R-3 Single Family Residential (upon annexation) to A-1 Agricultural;

2)                     Public sanitary sewer required upon non-agricultural development of the property, and

3)                     Farm use valuation shall remain for farmed land.

 

Analysis and Recommendation

Staff recommends approval of the request to annex the eight acre parcel.  Its contiguity to the City corporate boundary will allow for immediate annexation and provide additional opportunity for development in the City.  The parcel’s location along Orange Prairie Road provides direct access.  Owners/Developers of the parcel will be required to provide public infrastructure when the property is developed with non-agricultural uses.

PLANNING & ZONING COMMISSION ACTION:

The Planning & Zoning Commission found that the request met the Findings of Fact requirements and VOTED 6 TO 1 TO APPROVE.

 

IMPACT IF APPROVED: The subject property will be annexed to the City of Peoria and zoned A-1 Agricultural. 

 

IMPACT IF DENIED:  The subject property will not be annexed to the City of Peoria.
