B.                     ADOPT an ORDINANCE Amending the City of Peoria 2022 - 2023 BIENNIAL BUDGET relating to the Use of LOCAL MOTOR FUEL (LMFT) FUND BALANCE to Provide for Interim Repairs at ORANGE PRAIRE ROAD from WAR MEMORIAL DRIVE to CHARTER OAK ROAD, in the Amount of $200,000.00; (Council District 5) and

 

C.                     ADOPT an ORDINANCE Amending the City of Peoria 2022 - 2023 BIENNIAL BUDGET Relating to the Use of Stormwater Utility Fund Balance to Provide for Interim Repairs at ORANGE PRAIRE ROAD from WAR MEMORIAL DRIVE to CHARTER OAK ROAD, in the Amount of $150,000.00; (Council District 5) and

 

D.                     APPROVE Change Order #1 for a $2,000,000.00 Extension of the HMA OVERLAY CONTRACT - 2021 with R.A. CULLINAN & SON, and to Authorize the City Manager to Execute the Change Order to Add $2,000,000 to the Budget, for a Total Budget Amount of $2,749,719.92 (See Item No. 21-262).

 

Body

BACKGROUND:  In March of 2022, the design began on the Allen Road Reconstruction Project from War Memorial Drive to Northmoor Road (PCI of 33). The design work will be completed near the end of 2022. The Glen Avenue from War Memorial Drive to University Street reconstruction project will be under construction from 2022 to 2024. Major traffic disruptions would occur with both the Glen and Allen projects under construction at the same time. In preliminary conversations with the Illinois Department of Transportation (IDOT), they had concerns with the capacity of War Memorial Drive and other streets to take the additional traffic from the Glen Avenue and Allen Road project detours if they happened concurrently. In order to minimize the traffic disruptions, Allen Road will be milled and overlaid in 2022 as an interim repair until the reconstruction can begin in 2025 after the Glen project has been completed.

 

The Pioneer Parkway and University intersection (PCI of 26), Pioneer Parkway and Knoxville intersection, with a Pavement Condition Index (PCI) of 50, Orange Prairie Road from War Memorial Drive to Charter Oak Road, and Nebraska Avenue from Sterling to the bridge over I-74, PCIs of 40 and 46, are all roads at the end of their useful life. They are in need of interim repairs until funding can be found for the reconstruction of these roads. Moving the Allen Road reconstruction to 2025 created an opportunity to fund the interim repairs of these roads along with using the Roadway Infrastructure project funding. The proposed repairs are interim and the existing reconstruction projects should remain in the Community Investment Plan on schedule.

 

The remaining Allen Road funds, after the design for the reconstruction and the Allen overlay, along with the 2022 roadway infrastructure project will provide needed interim repairs to the Pioneer Parkway and University intersection, PCI of 26, until it can be reconstructed in 2024, Orange Prairie, PCIs of 9,41, 49 and 71, until it can be reconstructed in 2026, and the Pioneer Parkway and Knoxville intersection. The roadway infrastructure project funding in 2023 will be used to fund additional repairs needed on Orange Prairie and Nebraska Avenue in 2022 and 2023.

 

The tables below show the proposed expenses and the timing for the repairs as well as the funding sources for these projects.

FINANCIAL IMPACT:  The 2022 Allen Road Reconstruction (Project R2206) funding will be reduced to $1,270,000.00 to continue the engineering ($420,000) for the future reconstruction project and to provide the interim solution, a mill and overlay ($850,000). The remaining funding will be reprogramed as described in A. above.

 

The 2022 Roadway Infrastructure project ($1,125,000.00) will be used for these interim repairs, $75,000 for the Pioneer Parkway and Knoxville intersection, and $1,050,000.00 for Orange Prairie Road.

 

The stormwater utility fund balance will be used to fund the stormwater repairs at Orange Prairie in the amount of $150,000.00

 

An additional $200,000.00 is needed for the proposed repairs in 2022. The Local Motor Fuel Tax Fund balance will be used to cover the shortfall in 2022. The 2023 Roadway Infrastructure project funding of $1,600,000.00 will be reduced by $200,000.00 to $1,400,000.00 to offset the additional spend in 2022.

 

The 2023 Allen Road Reconstruction funding will be reduced to $10,000 to continue the work on the reconstruction project. The remaining funding $2,400,000.00 will reprogramed $2,150,000.00 to Orange Prairie and $250,000.00 to Nebraska.

 

The 2023 Roadway Infrastructure project will be used to fund these interim repairs, $750,000 for Nebraska with the remaining funding to be programed in 2023 for design on the 2024 construction projects.

 

NEIGHBORHOOD CONCERNS:  These changes will provide much needed interim repairs to these roadways until funding for reconstruction is available.

                     

IMPACT IF APPROVED: The 2022 - 2023 BIENNIAL BUDGET will be amended to reflect the changes to project funds to provide funding for the interim repairs on Allen Road, Pioneer Parkway and University intersection, and Orange Prairie.

 

IMPACT IF DENIED:  The 2022 - 2023 BIENNIAL BUDGET will not be changes and interim repairs will not be completed on the Pioneer Parkway and University intersection and Orange Prairie Road.
