ACTION REQUESTED: 

Title

Communication from the City Manager and Director of Public Works with a Request for the Following:

 

A.                     APPROVE the Cost Proposal from EMPOWERING PEOPLE, INSPIRING CAPABILITIES (EP!C), and Award a CONTRACT for $315,886.39, with an Additional Authorization in Contingency of $15,794.32 (5%), for a Total Award Amount of $331,680.71, for the DOWNTOWN TRASH COLLECTION PROJECT

(Council District 1); and

 

B.                     ADOPT an ORDINANCE Amending the City of Peoria 2021 REVISED ANNUAL BUDGET Relating to the Use of Fund Balance in the Refuse Collection Fund to Increase Contractual Cost as a Result of an Increase in the EP!C Contract in the Amount of $11,815.00.

BACKGROUND:  The City has over 160 metal trashcans downtown for public use. The City uses services under this contract that include emptying the downtown trashcans on weekday mornings with additional Friday afternoon collections at hotspots. Additional services include emptying the downtown trashcans at special events, such as the St. Patrick’s Day parade, and as requested by the City. The number of hours needed for these additional services can vary each year, which is a contingency is needed.

 

EP!C is a Peoria local non-profit that serves individuals with disabilities. Among the many programs that EP!C offers is the Community Employment program. This program is one of their fastest growing programs. EP!C has placed over 75 individuals in community jobs over the past year. EP!C use job coaching, contract work, and pre-employment classes to assist in developing a job seekers work skill prior to placement. The City of Peoria Trash Route has been a contract EP!C has utilized as a job training program for individuals seeking employment in the community.

 

EP!C has been under contract for this work for over 5 years for the same costs. Due to mandatory increases in minimum wage, EP!C requested a new contract and updated costs. A budget amendment in the amount of $11,815.00 is needed to offset the increase in cost from the previous contract to the new contract for 2021 plus contingency. The below table shows the costs for service and corresponding minimum wage.

*Total annual cost will be impacted by the Friday hotspot collection schedule and the Additional Services' cost for special events.

FINANCIAL IMPACT:  The downtown trash service is paid for with Garbage funds (211 3051 503645). The Recycling, Yard Waste and Trash contract with PDC includes a payment by PDC for Community Beautification to offset some of the cost of the downtown trash collection. For this year the total Community Beautification payment from PDC will be $64,216.

 

NEIGHBORHOOD CONCERNS:  Litter is a detriment to all neighborhoods. Providing and servicing trash cans in the downtown reduce the amount of litter in the area.

                     

IMPACT IF APPROVED: EPIC will continue to service the downtown litter cans under the new contract agreements.

 

IMPACT IF DENIED:  EPIC will not service the downtown litter cans under the new contract agreement.

 

ALTERNATIVES:  As directed by Council.
