A.      Adopt an Ordinance Amending the City of Peoria General Fund Budget and Capital Fund Budget for Fiscal Year 2014 Relating to the Use of the General Fund Balance, in the Amount of $40,000.00, and the Use of Capital Fund Balance, in the Amount of $40,000.00, to Provide Funding for the Bosch Supermarket Park Project
 
B.      Authorize the City Manager to Develop and Execute an Agreement with GIFTS IN THE MOMENT FOUNDATION regarding the BOSCH SUPERMARKET PARK Project (District 1).
 
Body
BACKGROUND:  On June 24, 2014, the City Council was presented with a plan for the Bosch Supermarket Park.  This effort, spearheaded by Gifts in the Moment Foundation (The gitm Foundation) and Councilwoman Denise Moore, would provide opportunities for residents of the South Side to access fresh produce.  The project creates a community garden, works with residents and other institutions (like churches) that grow their own produce, and collects donated produce from other entities to help reduce a significant food desert on the South Side.  
 
City funds will be used to purchase a van that will be used to pickup and deliver produce to various locations in Peoria.  Funds will also be used to support the project's marketing, education and research efforts.  
 
FINANCIAL IMPACT:  The City will contribute $80,000 in 2014 to the project.  Of this amount, half ($40,000) will be taken from general fund reserves and the other half from capital fund reserves.
 
NEIGHBORHOOD CONCERNS:  The lack of available fresh produce in the South Village has been identified as a primary community concern that this project seeks to address.
      
IMPACT IF APPROVED: Staff will work with GITM to draft and execute an agreement and the funds will be contributed to the project.
 
IMPACT IF DENIED:  The funds will not be contributed to the project.  The project may not launch.
 
ALTERNATIVES:  None recommended, but Council could contribute more or less than outlined.
