Communication from the City Manager with a Request to Amend the AGREEMENT with the PEORIA AREA CONVENTION AND VISITOR’S BUREAU, INC. (hereinafter referred to as “PACVB”) to Set and Stagger the Terms of the Appointees to the TOURISM RESERVE FUND (TRF).

BACKGROUND:
In 2016, the City of Peoria and the PACVB entered into an Agreement to promote tourism activities within the greater Peoria region.
Among other things, the Agreement set forth the composition of the TRF Committee in Section 2 D. It was to be comprised of: Two (2) members of the Peoria City Council appointed by the Mayor and approved by the Council; Two (2) members appointed by the Mayor and approved by the Council; and one (1) member of the Convention and Visitor’s Bureau Board of Directors; The Peoria City Manager and the President of the Peoria Area Convention and Visitor’s Bureau were to be non-voting members of the committee, but could vote in the absence of a member of their respective entities.
This proposed Amendment to the Agreement continues to have the TRF to be comprised of five voting members, however, specifies term limits and staggers the terms of the members as follows: The two members of the Peoria City Council that are appointed by the Mayor and approved by the Council will each have a term of one (1) year; the one of the two members appointed by the Mayor and approved by the Council will have a one (1) year term and the other a two (2) year term; the member of the Convention and Visitor’s Bureau Board of Directors shall have a term limit of two (2) years;
