Title

Communication from the City Manager and Director of Public Works with a Request to Accept the LOW BID of R.A. CULLINAN & SON, INC., A Division of UNITED CONTRACTORS MIDWEST, and Award a Construction CONTRACT for the STENNING DRIVE RECONSTRUCTION PROJECT in the Amount of $504,579.63, Which is the Low Bid Plus 10% Contingency.  [Council District 4]

BACKGROUND:  Under item #15-376, City Council approved the 2016-2017 Biennial Budget tax levies to fund road and bridge repairs.  The funds generated from this levy have gone toward several road projects in the City limits in Year 2016. The Stenning Drive Project was included in the first round of residential roadway reconstruction projects.

 

The Public Works Department investigated pavement condition for City streets and assigned Pavement Condition Index (PCI) ratings. Stenning Drive, from WeaverRidge Boulevard to Stonewater Drive, was rated 39 for one segment and 43 for another. Pavement preservation is recommended for PCIs of 70 and above.  Because of the condition of the pavement on Stenning Drive, reconstruction is recommended.

 

The Public Works Department is implementing pavement thickness standards to the infrastructure improvements along Stenning Drive as proposed in the Manual of Practice.

 

Austin Engineering prepared the contract specifications for the project under their Master Engineering Services Agreement with the city.  On July 26, 2016, bids were received and opened, with three bidders submitting.

R.A. Cullinan, a Division of United Contractors Midwest, is a local business that has successfully performed similar work for the City.

 

The Good Faith Efforts documentation submitted by Cullinan has been reviewed and approved by the Equal Opportunity Manager. The company will be utilizing one WBE to provide traffic control and one WBE to construct the retaining wall. The total WBE percentage is 3.4% of the total contract.

 

Millennia Professional Services, an MBE company, will perform construction engineering services under their Master Engineering Services Agreement with the city. 

 

FINANCIAL IMPACT:  Funding is available through the 2016 Community Investment Plan for the Roadway Infrastructure Projects. Stenning Drive has project number RP1606.

NEIGHBORHOOD CONCERNS:   Roadway replacement will benefit the residents.  Staff will coordinate notifying the adjacent property owners ahead of construction.

                     

IMPACT IF APPROVED:  Staff can proceed with issuing construction contracts to initiate the 2016 Community Investment Plan’s Residential Roadway Reconstruction.

 

IMPACT IF DENIED:   The Pavement Condition Index Rating of this roadway will degrade further without adequate infrastructure improvements.

 

ALTERNATIVES:   As Council directs.
