UNIVERSITY (14-17-326-006), 1315 W. CHEROKEE LANE (14-17-326-007),  and 1318 W. CHEROKEE LANE (14-17-327-001), Peoria, IL, (Council District 4).

BACKGROUND: 

Proposal, including Waiver

The petitioner requests to place a monument sign, 4 feet in height, 40 square feet, with an 18’ foot setback, in the front yard of the existing Church along University.  Per Zoning Ordinance Section 17.11.C, the maximum allowed size for a residential district, special use free-standing sign is 20 square feet; therefore a WAIVER of 20 square feet is requested.

 

Existing Conditions

The 12.89 acre subject property is zoned R-3 (Single Family Residential) District, and is surrounded by the R-6 (Multi-Family Residential) and O1 (Arterial Office) Districts to the west; O1 (Arterial Office) District and R-2 (Single Family Residential) Districts to the east; O-1 (Arterial Office), the C-1 (General Commercial) and R-3 (Single Family Residential) Districts to the north; and R-3 (Single Family Residential) District to the south.

 

From 1990 to 2012, the property was zoned R-3 (Single Family), and surrounded by the R-6 (Multi-Family Residential) and O1 (Arterial Office) Districts to the west; O1 (Arterial Office) District and R-2 (Single Family Residential) Districts to the east; O-1 (Arterial Office), the C-1 (General Commercial) and R-3 (Single Family Residential) Districts to the north; and R-3 (Single Family Residential) District to the south.

 

The property was rezoned from R-2 (Medium Density) Residential to R-1 Low Density (Residential) in 1967.  In 1976, the property to the west was rezoned from R-1 to R-2.  In 1989, the property to the east was rezoned from R-1 to C-1.  To the north was a C-2, and to the south was R-1.

 

Previous approvals for this property are:

1.                     Case No. ZC 08-19B, Ordinance 16,267, amended Ordinance 14,419 for a church and school facilities, to include a garage, a church office addition; additions to the school which include a music room, and a gym with stage lockers.  The site plan included the two properties on Cherokee, noted as future playing field; and acquired 2/29/08.

2.                     Case No. ZC 97-85B, Ordinance 14,419, amended Ordinance 14,319 for an addition to the existing school.

3.                     Case No. ZC 97-39B, Ordinance 14,319, granted a Special Use for an existing private school and church facility and the addition of temporary classrooms.

 

Analysis and Recommendation

1.                     Proposed sign setback is 18’; this meets the 12.5-foot minimum sign setback requirement for this district.

2.                     Staff finds the requested sign to be consistent with the standards set forth in the Zoning Ordinance, Appendix B of the City Code, with the exception of meeting sign size requirements set for in Section 17.11, for which a waiver is therefore requested.

3.                     Additionally, note the two lots owned by the Church on Cherokee Lane that were added in 2008, may be sold, and not redeveloped as part of church property,

 

 

Commission Input

The Commission voted 6 - 0, Case No. PZ 15-30, to approve the request with a WAIVER from the City of Peoria Zoning Ordinance Section 17.11.C. to allow the sign to be 40 square feet in size.
