Communication from the City Manager and Director of Public Works with a Request for the Following:

 

A.                     To APPROVE an AGREEMENT with MAURER-STUTZ, INC., in an Amount Not to Exceed $650,000.00, for Phase 3 Engineering Services for the MACARTHUR HIGHWAY BRIDGE RECONSTRUCTION PROJECT.  (Council Districts 1 & 2)

 

B.                     To APPROVE a MOTOR FUEL TAX RESOLUTION, Project Supplement #1, in the Amount of $400,000.00 for the Phase 3 Engineering Services Contract for the MACARTHUR HIGHWAY BRIDGE RECONSTRUCTION PROJECT. (Council Districts 1 & 2)

BACKGROUND: 

 

A.  The City received a federal fund through the Major Bridge Fund Program administered by IL Department of Transportation (IDOT) for the removal and replacement of MacArthur Highway Bridge, over Romeo B. Garrett Avenue. City Council approved Item #18-033, on February 13, 2018 for the project’s Joint Funding Agreement with IDOT which allowed a portion of the Construction Engineering Services to be funded with the federal fund, to be reimbursed to the City as invoices are processed.

 

A Request for Statements of Interest and Qualifications for the proposed project was advertised in the Peoria Journal Star and on the City of Peoria website on January 12, 2018 and January 13, 2018.  Submittals were accepted February 2nd, 2018 with six (6) companies submitting. The teams submitting were 1) Crawford Murphy & Tilly, 2) Hermann & Associates, 3) Hutchison Engineering, 4) Maurer- Stutz, 5) Midwest Engineering, and 6) Millennia Professional Services.

 

The selection team consisted of the City Engineer, Traffic Engineer, and two Civil Engineer II’s. This project’s selection criteria was determined by using IDOT methodology for Federal Aid projects. The selection criteria included:

 

30% Technical Approach,

30% Quality and Experience on Similar Projects,

10% Specialized Experience such as Structural and Geotechnical experience,

20% Staffing and Workload Capacity,

10% Other (DBE commitment and local presence) *

 

* On Federal Aid contracts, the combination of Local Presence and DBE commitment cannot exceed 10% of the overall points.

 

The selection team met to discuss the results and after deliberation, the selection committee agreed by consensus that the best team would be Maurer-Stutz.  City staff has negotiated scope of services with Maurer-Stutz in order to provide the best possible engineering service contract for this project.

 

Maurer-Stutz will team with Millennia Professional Services (an IDOT-registered DBE) for embankment and asphalt density testing for approximately 5% of the work. They also propose to partner with Prairie Engineers (an IDOT-registered DBE) for approximately 10% of the work of the contract.

 

B. The original State Motor Fuel Tax Resolution for this project was approved by City Council on October 24, 2017 as Item # 17-310. This Supplement #1 will use 2018 State Motor Fuel Tax funds to move forward with Phase 3 Engineering Services.

 

FINANCIAL IMPACT:  This contract with Maurer-Stutz will be funded partially with Local Motor Fuel Tax and State Motor Fuel Tax in Project# M14365, MacArthur Highway Bridge, then to have $440,000 reimbursed toward this contract by the federal share of the Major Bridge Fund. The 2018 Community Investment Plan and the Joint Funding Agreement (Item #18-033) account for this.

 

NEIGHBORHOOD CONCERNS:  Several Public meetings were held in 2015 and 2016, resulting in renderings and graphic displays of the conceptual looks being unveiled with local residents, Local & State Historic Preservation organizations, and other stakeholders approving of the project’s proposed look. A public meeting will be set up in late March/early April for notice of project start.

                     

IMPACT IF APPROVED: The project can advance, and the 2018 Community Investment Plan can be implemented on this project.

 

IMPACT IF DENIED:  The 2018 Community Investment Plan could be delayed on this project.

 

ALTERNATIVES:  As Council Directs.
