Title
Communication from the City Manager, Chief of Police, and Finance Director/Comptroller with a Request for the Following:
A. APPROVE a CONTRACT with BOB LINDSAY HONDA OF PEORIA for the Purchase of Two (2) SUVs, in an Amount Not to Exceed $60,510.00; and,
B. APPROVE a RESOLUTION to WAIVE the Bidding Requirements for an Additional Seven (7) SUVs, for an Amount Not to Exceed $255,490.00. (Requires 2/3 Vote of Council Members Voting - No Less Than 6 Votes)

BACKGROUND: Back in May, the City Council accepted a grant for the co-responder model put together by the Police Department. At the same meeting, the Council approved a budget amendment that included $315,000 for 9 compact SUVs to be used as part of this program. Staff went out to bid for the 9 vehicles in early June and only received one responsive bid from Bob Lindsay Honda of Peoria. The bid was only for two (2) of the requested nine (9) vehicles. Staff is recommending accepting this bid from Bob Lindsay.
In addition, staff reached out to other auto dealers to understand why there were no other responsive bids submitted. It was reported to staff that there are a few barriers for auto dealers at this point. First, inventory of the vehicles we are requesting and most vehicles are not as readily accessible as it has been in the past. This means its harder for dealers to guarantee they can meet the bid. Second, when there is inventory the time it takes for the City to go through a formal bidding process and City Council approval is too long and the dealers are moving their inventory faster than the City can get it approved.
Due to these circumstances, staff is requesting formal waiving of bidding requirements per section 10-100 of the City code. This will allow staff to work with dealerships to be able to purchase the additional seven (7) needed vehicles as they become available as long as the overall amount spent does not exceed $255,490 or the remaining amount of the original budget amendment. Staff did review whether these vehicles could be procured as part of the State Contract and unfortunately these vehicles are not included in that contract.
FINANCIAL IMPACT: The funds for this purchase are part of a grant program and a budget amendment has been approved by City Council so there is no additional financial impact to the City.
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: The Police Department will have the necessary vehicles to start the co-response model approved by City Council.
IMPACT IF DENIED: The start up of the co-response model may be delayed because the Police Department doesn’t have the necessary equipment.
