BACKGROUND:  The Tri-County Regional Planning Commission seeks to promote intergovernmental cooperation, regional planning, and a vision for the future by offering a forum for leaders of local government, defining regional issues, setting goals, and cooperatively implementing plans for the Greater Peoria region.  The Peoria-Pekin Urbanized Area Transportation Study Policy Committee is recognized as the metropolitan planning organization (MPO) and carries out the federally required continuing, cooperative, and comprehensive (3-C) transportation planning processes for the Peoria-Pekin Urbanized Area.  The members of the Commission and PPUATS Policy voted earlier this year to combine their organizations and perform their duties for the region as one entity beginning July 1, 2021.

 

The Commission amended their bylaws to accommodate merging with PPUATS Policy,

including changing its membership structure, and the proposed membership structure for the Commission will allow for it to merge with PPUATS Policy without making a substantial change in the proportion of voting members on the existing MPO, the decision-making authority or responsibility of the MPO, or the decision-making procedures established under

MPO by-laws.

 

The City of Peoria, as a participating local agency, provides funds to support the PPUATS annual planning process for transportation funding requests to the State and Federal Governments. PPUATS representation is drawn from elected officials and staff of local municipalities and counties, along with the airport authority, mass transit district, port district, IDOT and FHA.  The Tri-County Regional Planning Commission meets on the fourth Thursday of each month at 5:30 PM.

FINANCIAL IMPACT:  The City of Peoria continues to be supportive of the comprehensive transportation planning in the metropolitan areas and remains eligible to receive federal funds.

 

NEIGHBORHOOD CONCERNS:  NA

                     

IMPACT IF APPROVED: The City of Peoria has representation on regional planning committees charged with planning and programming transportation improvements for the metropolitan area for years 2020 to 2045

 

IMPACT IF DENIED:  The City of Peoria will no longer be eligible for federal highway funding because we are no longer part of the planning process.
