Communication from the City Manager and Interim Director of Public Works with a Request to APPROVE a STATE MOTOR FUEL TAX (MFT) RESOLUTION, in the Amount of $1,500,000.00, for the NORTHMOOR ROAD IMPROVEMENT PROJECT (from ALLEN ROAD to UNIVERSITY STREET). (Council District 4)

BACKGROUND:  The Northmoor Road project, from Allen Road to University Street, is the final phase of improvement to this arterial street that needs significant infrastructure repair. The segments of Northmoor Road between University Street and Knoxville Avenue were previously reconstructed over the past ten years. The design of the current section of Northmoor Road follows the Complete, Green Streets infrastructure policies, including a permeable pavement bike lane, new sidewalks, pedestrian-scale street-lighting, and a new, bituminous pavement roadway.   

This multi-year construction project began in August, 2017 and will be substantially complete in fall, 2019. The attached Supplemental MFT Resolution will fund the 2019 construction engineering services in the amount of $570,000.00, staff payroll in the amount of $100,000, and a portion of the City of Peoria’s share of construction in the amount of $830,000.00.

 

A future, supplemental MFT resolution will be proposed in 2020 when 2020 funds are available for the final construction payments.

Construction engineering services will be provided by Millennia Professional Services of Illinois, Ltd., a MBE, as a work order under their Master Services Agreement #18-369-N approved by Council on December 11, 2018 for the total not-to-exceed amount of $2,500,000. Work Order 19-01 for Millennial Professional Services in the amount of $570,000.00, and a copy of Supplement #2 for a Construction Engineering Services Agreement, in the supplemental amount of $570,000, are attached. (Note that the Illinois Department of Transportation (IDOT) requires that the Engineering Agreement be executed in the IDOT format in order to use MFT funds for the work.)  Staff salaries in the estimated amount of $100,000 for time spent on the project between 2016 and 2020, will also be funded from Motor Fuel Taxes (MFT).

 

Construction expenses in the amount of $830,000.00 represent MFT funds proposed to be used for the City of Peoria’s share of the IDOT construction contract. The Joint Agreement related to the Northmoor Road construction was approved by Council as Item #17-163 on June 13, 2017.

 

 

FINANCIAL IMPACT:  Funding will come from State Motor Fuel Tax revenue (MFT Section #05-00302-00-PV) and Community Investment Plan Project R1903 Northmoor Road, Allen Road to University Street.

 

NEIGHBORHOOD CONCERNS:  Northmoor Road is an arterial street in need of repair. Significant effort has been directed toward coordination among Exposition Gardens, Peoria Public Schools, the Peoria Fire Department, and other property owners to address construction logistics and safety.

                     

IMPACT IF APPROVED: The stated project expenses will be paid with State Motor Fuel Tax Dollars.

 

IMPACT IF DENIED:  Other funds will need to be sought to cover the stated project expenses.
