Title

Communication from the City Manager and Manager of Emergency Communications with a Request to APPROVE a SOLE SOURCE PURCHASE of a GPS-Based Emergency Vehicle Traffic Signal Preemption System for 9 Intersections, 4 Fire Apparatus, and Analytics Software to Determine what Intersections can Benefit from Preemption, in the Amount of $92,338.00 from TRAFFIC CONTROL CORPORATION.

Body

BACKGROUND: The Peoria Fire Department is currently using a traffic signal preemption system at 50 intersections. The system allows firefighters to traverse safely through major intersections in the City. Traffic Control Corporation is the sales agent for the GPS Opticom control system. Traffic Control Corporation will provide on-site programming of the system and City electricians will install the equipment. Analytic software will allow the fire department to determine what intersections are causing response delays and could use traffic signal preemption.

FINANCIAL IMPACT:  Funding for this purchase will be provided from the Capital Improvement Budget, account 4012001-5505499 CB1849.

NEIGHBORHOOD CONCERNS:  N/A

IMPACT IF APPROVED: Firefighter and citizen safety will be enhanced at the intersections upgraded. Studies have shown that traffic preemption systems can improve response time of fire apparatus by 20% and reduce accidents at controlled intersections.

IMPACT IF DENIED: Response time would not be improved at those intersections slated for upgrade.
