BACKGROUND

 

The Peoria Police Department utilizes specific manufactured clothing for uniform items.  Sam Harris is the only local distributor that is authorized to sell complete uniforms to the police department. They have established a long-standing business relationship with the Peoria Police Department. Over many decades, Sam Harris has been the equipment and uniform supplier for the Peoria Police Department, as well as other departments in the City of Peoria. Although satisfying the police department’s uniform orders are cumbersome and standards for customer service are high, Sam Harris Uniforms and their personnel have a record of meeting and accommodating the needs of the police department’s 230 sworn and civilian staff. They do not anticipate any supply disruptions nor issues that would prevent them from providing the best products and customer service to the Peoria Police Department. 

 

Over the history of conducting business with Sam Harris Uniforms, they have a record of submitting competitive pricing and providing on-site customer service. The customer service aspect of this business relationship has proven difficult for other businesses to replicate. Sam Harris Uniforms has been able to provide all the uniform and equipment needs required by our past contracts.

 

Sam Harris Uniforms is a small, local business located in a City of Peoria Hub-Zone at 1025 N. Sheridan in Peoria, Illinois. They have been a mainstay in the Peoria community for over 115 years.  The current business owner and President is Karla Dennhardt whose business goals include hiring residents in or near the business. Sam Harris currently employs 8 people, including protected class citizens.

 

FINANCIAL IMPACT:  The Peoria Police Department Training Division expects to spend $100,000 for each year of the new contract.  The money will be drawn from account number 1012121-504908.  The purchases will include replacement of equipment and clothing for current and newly commissioned police officers as well as current and new civilian employees.

 

Sam Harris Uniforms states that they will not increase their prices for uniforms and equipment until the 3rd year of the contract at 3%.  In the event Sam Harris is granted the 4th and 5th year extensions, they pledge not to increase their costs until the 5th year at 3%. Please refer to the following chart that tracks the costs for uniforms over the lifespan of the proposed contract.

IMPACT IF APPROVED: If approved, the Peoria Police Department will have a new three (3) year uniform contract with two (2) optional years.  This new contract will allow the police department to purchase essential clothing and equipment for our employees.  During the course of this contract Sam Harris Uniforms will be required to provide documentation justifying any price increases and show that inventory at the store is in line with requirements in the bid.

 

IMPACT IF DENIED: If denied, the Peoria Police Department and the Purchasing Division would solicit bids for the uniform contract.
