Communication from Mayor with a Request to ADOPT an ORDINANCE to Amend CHAPTER 2 of the CODE of the City of Peoria, Pertaining to the Number of Commissioners Serving on the PEORIA PUBLIC ARTS ADVISORY COMMISSION

BACKGROUND: In 2014, the City was approached by a number of organizations regarding the use of public property and right-of-way as locations for art installations. In reviewing the best practices of similar communities in Illinois and nationwide (including Urbana, IL; Oak Park, IL; and Sioux Falls, SD), it was apparent that most communities created a public arts commission to help advise its City leadership on such matters as well as develop policies that encourage arts in the community. In that regard, the City adopted Ordinance No. 17076 creating a 7 member Peoria Public Arts Advisory commission. The existing members include:
The Executive Director of Arts Partners of Central Illinois
A representative of a nonprofit organization
Two artists who are residents of the City
One resident of downtown or the Warehouse District
One representative of a business located downtown or in the Warehouse District
One at-large member
The Commission meets as required to review requests for public art installations. In concert with a review from City staff (Public Works and Legal), the Commission makes formal recommendation to the City Council. Final decisions to accept any art rests with the City Council.
Upon consideration, Mayor would like to increase the composition of the Public Arts Advisory Commission to 9 individuals. The proposed membership would increase one at-large member to three-at-large members, with no other changes to the composition of the commission.
FINANCIAL IMPACT: None.
NEIGHBORHOOD CONCERNS: None, as the commission already exists.
IMPACT IF APPROVED: The Commission will add 2 additional members.
IMPACT IF DENIED: The Commission will remain as a 7 member body.
ALTERNATIVES: Status quo.
