BACKGROUND:  Funds for the Study of a Stormwater Utility were included in the 2014 Community Investment Plan. Staff requests a Policy Session on this topic before advertising a Request for Qualifications for the study.
 
A Stormwater Utility is a designated funding source for projects and programs associated with stormwater drainage. A fee is determined, usually according to the water-shedding characteristics of a property. Properties with large roofs and parking lots would pay a higher fee than properties with large areas of grass. Steps to establish a Stormwater Utility include a Funding Feasibility Study, Public Involvement to advise how the fee is calculated and desired projects to undertake, a Preliminary Rate Study, and determining all property charges and preparation of a Stormwater Utility Ordinance to be considered by the City Council. A designated funding source for drainage programs and projects can be used for the City's Combined Sewer Overflow Long Term Control Plan, as well as for pro-active maintenance on aging storm sewer infrastructure. This Stormwater Utility Development would be a one-time effort. If established, the Stormwater Utility would operate as an enterprise fund.
