Title

Communication from the City Manager and Corporation Counsel with a Request to ADOPT an ORDINANCE Amending CHAPTER 3 of the CODE of the City of Peoria Pertaining to LIQUOR LICENSE REGULATION.

 

Body

BACKGROUND:  On May 16th, 2018, Rebecca Hearn, owner and operator of Untamed Chef, LLC, applied for a class B liquor license for the business located at 7625 N. University Street. On July 2nd, 2018, a site approval hearing was held with the City of Peoria Liquor Commission wherein the commission recommended approval. At said hearing, Rebecca Hearn expressed a desire to engage in “bring your own bottle”, hereinafter referred to as “BYOB” services, in conjunction with her culinary course offerings. Hearn further expressed her concern that the City of Peoria did not have a liquor license that would directly address her business model, and referenced other cities that were appropriate for her business model as well as the business models of other BYOB establishments. After staff conference and review, the decision was made to create a new “M-1” liquor license to address the licensing of businesses offering BYOB culinary courses. There was additionally an acknowledgement of other BYOB business models that may be addressed in the future.

IMPACT IF APPROVED: Establishments engaged in cooking activities will be allowed to have alcohol brought in and consumed during cooking.

 

IMPACT IF DENIED:  Establishments engaged in cooking activities will not be allowed to have alcohol brought in and consumed during cooking.
