BACKGROUND: Council approved of Item #14-005(A) on January 14, 2014, which established the Motor Fuel Tax Resolution authorizing expenditure of MFT funds on Survey and Design Engineering, Construction, Construction Contingency, Construction Engineering, and City Project Administration.  The Resolution for roadway Section number 13-00363-01-PV was then submitted to Illinois Department of Transportation (IDOT). The Phase 2 Engineering (Survey and Design Engineering) was completed in May 2014.
 
City Council also approved a Permanent Easement Purchase Payment to an adjacent property of the Townline Road project as Item #14-152 on April 22, 2014. The Permanent Easement that was purchased will allow the Townline Road project to properly rebuild the stormwater drainage outfall area. This public infrastructure was previously on private property without an easement.

This Motor Fuel Tax project design was approved by IDOT and advertised for bids on May 22 and 23, 2014. Bids were opened on June 10, 2014 with four bids received as follows:

Illinois Civl Contractors, Inc. (ICCI) is a local business that has successfully performed work for the City in the past.
 
The Good Faith Efforts documentation submitted by ICCI has been reviewed and approved by the Equal Opportunity Manager.   The MBE scopes of work equal 10.20% of the total bid amount, and the WBE scopes of work equal 5.90% of the total contract. Both of these values exceed the City's Participation Goals.
 
Farnsworth Group will be performing Construction Engineering services through their Engineering Master Services Agreement with the city, which Council approved on April 24, 2012.
 
 
FINANCIAL IMPACT:  The Townline Road Reconstruction project will be funded utilizing the following:

NEIGHBORHOOD CONCERNS:   Area businesses have been notified of the project and its progression. The first public meeting was held at Peoria Production Shop, 2029 W. Townline Road, on March 18, 2014. Further contact with the area businesses will occur with an update to construction phasing and projected timelines.
      
IMPACT IF APPROVED:  Staff will move forward with issuing construction contracts to implement the 2014 Community Investment Plan's Townline Road Reconstruction project.
 
IMPACT IF DENIED:   Staff will not proceed with issuing a construction contract and will need additional direction from Council.
