Body
BACKGROUND:  Public Works proposes to start an annual seal-coating contract to preserve roads in good condition in order to prolong their life and delay costly major reconstruction projects. Seal-coating is a surface treatment used to extend the life of pavement in which the pavement is sprayed with asphalt, which is immediately covered with aggregate and rolled. Seal coats are used primarily to seal a pavement with non-load-associated cracks, and to improve surface friction.

Public Works prepared the contract specifications, advertised for bids, and bids were received and opened on August 12, 2014 with one bidder submitting. There are not many contractors in this area that do this type of specialty work.
