Communication from City Manager and Director of Public Works with a Request for the City Manager to Execute an AGREEMENT with the ILLINOIS DEPARTMENT OF TRANSPORTATION, in an Amount Not to Exceed $36,041.00, for the City’s Participation in Sidewalk, Traffic Signal, and Resurfacing Costs Associated with the Improvement of KNOXVILLE AVENUE (IL ROUTE 40) from Pennsylvania Avenue to Corrington Avenue.

BACKGROUND: 

The State (IDOT), in order to facilitate the free flow of traffic and ensure safety to the motoring and pedestrian public, is desirous of improving approximately 1.16 miles of Knoxville Avenue (IL Route 40), State Section (43-1-CS)RS-4,SW, CITY Section 17-00375-88-TL) by milling, patching, and resurfacing Illinois Route 40 from Pennsylvania Avenue to Corrington Avenue (See attached Location Map), providing two 11-foot through traffic lanes in each direction, a 10-foot bi-directional center turn lane and auxiliary lanes, by modernizing traffic signals at the IL Route 40 intersection with McClure, Thrush, Nebraska, and Richmond Avenues, reconstructing ADA ramps at the signalized intersections, reconstructing existing manholes, constructing concrete curb and gutter, sidewalk, drainage improvements, and by performing all work necessary to complete the improvement in accordance with the approved plans and specifications. The City is desirous of said improvements in that same will be of immediate benefit to the motoring and pedestrian public and permanent in nature.

 

IDOT has agreed to make the surveys, prepare plans and specifications, receive bids and award the contract, furnish engineering inspection during construction, and cause the improvement to be built in accordance with plans, specifications and contract. They have also agreed to pay for all right-of-way, construction and engineering costs, including the cost of railroad adjustments, subject to reimbursement by the City, as stipulated.

 

There are two areas of costs where the City provides partial funding for this project. Please note that all costs are estimated. The City will be responsible for actual costs up to the estimated amounts, except for traffic signal amounts, which may total up to 125% of the estimated amount.

 

                     10% of traffic signal improvements totaling $30,935 at the City-owned signals at Knoxville/McClure; Knoxville/Thrush; Knoxville/Nebraska; and Knoxville/Richmond.

                     20% of the public sidewalk improvements totaling $5,106.

 

The total cost of IDOT’s project is estimated at $2,434,780. Federal funding will provide $1,843,600 (75.719%) and State funding will provide $555,139 (22.80%). The remaining $36,041 (1.48%) is the City’s responsibility.

 

FINANCIAL IMPACT:  Funds for the City share of traffic signal improvements of $30,935 and sidewalk improvements of $5,106 are available in the 2018 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  The section of roadway in the urban core of the City is in need of repair.

                     

IMPACT IF APPROVED: The IDOT project can proceed on schedule with all planned components included.

 

IMPACT IF DENIED:  The IDOT project may be delayed, or the project may be awarded without including the necessary, subject work.
