Title

Communication from the City Manager and Director of Public Works with a Request to APPROVE the LOW BID (#32-16) of NEWMAN SIGNS, INC. in the Amount of $20,908.24, for the Purchase of RADAR SPEED FEEDBACK SIGNS.

Body

BACKGROUND:  Public Works annually receives citizen complaints concerning traffic speed.  One of the methods that Public Works has been using recently to address this concern is to install radar speed feedback signs.  These signs show drivers their actual speed versus the posted speed limit.  This real time information helps to reinforce the posted speed limit and, hopefully, encourage better driving behavior.

This year, Public Works solicited bids for 8 radar feedback signs.  Since the types of locations in the City vary greatly in terms of availably of power or restricted sunlight, due to trees or tall buildings, Staff requested 4 solar signs and 4 non-solar signs in the bid, which will allow Public Works flexibility in placement.  The signs can be permanently mounted, but easily moved to other locations, giving the department greater flexibility of use.

The Purchasing Division solicited bids for the purchase of 4 solar and 4 non-solar radar speed feedback signs for use by Public Works for traffic speed calming.

There were twelve (12) bids solicited and four (4) responses. The bid summary is attached.

FINANCIAL IMPACT:  Funding for the purchase is provided from CIP projects PB1308 and PB1608.

NEIGHBORHOOD CONCERNS:   These radar speed feedback signs will be used to calm neighborhood traffic.  Neighborhood input would be used in the location of the devices, when applicable.

IMPACT IF APPROVED:  Public Works will be able to purchase radar speed feedback signs to use for traffic calming.

IMPACT IF DENIED:   Public Works will not be able to purchase radar speed feedback signs to use for traffic calming.
