Title
Communication from the City Manager and the Community Development Director with a Request to Approve a FAÇADE IMPROVEMENT PROGRAM Grant for 915 SW WASHINGTON STREET, in the Amount Not to Exceed $5,000.00.  (District 1)

Body
BACKGROUND:  As a part of the revitalization of the Warehouse District, Council approved a Façade Improvement program which provides a grant of no more than $5,000 per property for improvements to properties within that area.  The Program is intended to encourage owners and business tenants of existing properties to restore or renovate their buildings, in order to improve the area's physical character and enhance the aesthetics of the commercial environment.

To receive this grant, applicants must meet all City requirements including approval from City Council, make the improvements, and submit receipts for reimbursement of 50% of eligible expenditures in an amount not to exceed $5,000.

Sprinkmann Insulation has requested a façade improvement grant for the property at 915 SW Washington Street.  The scope of the improvements is as follows:
·      Masonry repairs to front of the building
·      Replace windows in front of the building
·      Pressure wash metal siding
·      Paint metal and wood siding, down spouts and front door

The applicant has met with Planning & Zoning and Building Inspections staff to ensure compliance with City regulations.  The Façade Review Committee did not have any comments on the project, as it is mostly maintenance.

FINANCIAL IMPACT:  If approved, the City will reimburse the applicant for 50% of the project, not to exceed $5,000, from funding available in the Warehouse District Façade Improvement CIP project T14004 and the property at 915 SW Washington Street will receive improvements as previously outlined.

NEIGHBORHOOD CONCERNS:  No neighborhoods have been contacted regarding this request.

IMPACT IF APPROVED: Sprinkmann Insulation will have the funding needed to proceed and all of the above improvements will be made.  This will assist with revitalization efforts in the Warehouse District.

IMPACT IF DENIED:  If this request is denied, the applicant would not receive the funding for the project and may not be able to complete the entire scope outlined above.
