BACKGROUND: NOTE: Edit made in Action Requested to remove “a Division of United Contractors Midwest, Inc.”
Harvard Ave. between War Memorial Drive and Purdue St. is in poor condition. The PCI is 41-48. The project will be reconstructed as part of the residential reconstruction Project.
There were two public meetings held for input roadway design before Phase One was designed and built. The new road will have a parking lane on the west side, two 10 foot driving lanes, a 2 foot drainage infiltration trench, and a 10 foot multiuse path on the east side.
Crawford, Murphy & Tilly prepared the Contract plans and specifications and bids were received on March 27, 2018 with three bidders submitting. The results are shown below:

Otto Baum Co. Inc. is a local business that has successfully performed work for the City many times in the past.
The company will be utilizing two Minority Business Enterprises to provide Trucking services, layout, and QCQA testing equaling 7.6% of the total contract amount. Additionally, three Women Business Enterprises will provide Landscaping, Striping and Traffic Control services equaling 14.5% of the total contract amount.
Staff will monitor and make sure that Otto Baum is making a Good Faith Effort to reach the 18% Minority hours worked on the project and the 3% female.
FINANCIAL IMPACT: The Project will be funded through Project # RP1805 from the Roadway Infrastructure Projects identified in the Community Investment Plan.
NEIGHBORHOOD CONCERNS: Well-maintained infrastructure is a benefit to all neighborhoods.
IMPACT IF APPROVED: Harvard Avenue will continue on schedule in 2018 to be constructed.
IMPACT IF DENIED: Harvard Avenue reconstruction will be delayed in 2018.
