BACKGROUND:  
1) On April 24, 2012, Council approved Master Services Agreement #12-173 with Crawford, Murphy & Tilly, Inc. (CMT) in an amount not to exceed $555,000 for Arterial Overlay Program Engineering Services.  The projects on the Master Services Agreement included University Street (War Memorial Drive to Marlene Avenue - completed 2013), University Street (Nebraska Avenue to Forrest Hill Avenue - to be completed 2015), University Street (Forrest Hill Avenue to War Memorial Drive - to be completed 2015/16), and Forrest Hill Avenue (Sheridan Road to Knoxville Avenue - to be completed 2014).
 
The University Street project (Nebraska Avenue to Forrest Hill Avenue) was originally, completely designed as a 4-lane cross section.  However, after three public meetings, Council approved on February 11, 2014 (Item #14-057) a 5-lane configuration with a total construction cost of $4,475,000.  The cost presented to Council on February 11, 2014 included dollars for the redesign of that section from a 4-lane configuration to a 5-lane configuration, ROW acquisition and acquisition services, and construction.  Designing a 5-lane configuration will require additional funds in the amount of $154,230 for a total work order of $347,705 (9.9% of construction estimate).  Also, additional engineering services are needed to complete the design of Forrest Hill (Knoxville to Sheridan) in the amount of $45,595 for a total work order of $121,595 (6.9% of construction estimate).

2) Construction of the University Street corridor between Nebraska Avenue and War Memorial Drive is projected to begin in summer of 2015, pending the right-of-way acquisition progress. The project is funded in the Community Investment Plan under the Arterial Street Overlay project.  The supplemental Motor Fuel Tax Resolution for the project will be funded through State Motor Fuel Tax funds. The attached Supplemental Resolution will appropriate the anticipated State Motor Fuel Tax dollars to fund the Surveying, Design Engineering, Land Acquisition Services, and estimated Land Acquisition of this project.   
 
FINANCIAL IMPACT:  The University Street project will be funded utilizing the following:

NEIGHBORHOOD CONCERNS:  Public meetings were held in 2013 for the University Street segment between Nebraska Avenue and Forrest Hill Avenue. Staff will meet with stakeholders on the University Street segment between Forrest Hill Avenue and War Memorial Drive. Also, in the near future, staff will hold public meetings with residents and other stakeholders for the Forrest Hill Avenue corridor project.
      
IMPACT IF APPROVED: Staff will move forward with issuing design engineering service work orders to implement the Community Investment Plan with an anticipated bid letting by spring 2015 for the University Street corridor.
 
IMPACT IF DENIED:  Staff will not be able to issue work orders, and the implementation of the Community Investment Plan will be delayed.
 
ALTERNATIVES: Provide further direction to staff.
