Title
Communication from the City Manager and the Community Development Director with a Recommendation from the Planning and Zoning Commission and Staff to ADOPT an Ordinance Amending Appendix B, the Zoning Ordinance, of the CODE of the City of Peoria Relating to Trade Schools with Heavy Equipment/Truck Operators.

BACKGROUND:
Trade Schools with Heavy Equipment/Truck Operators are currently allowed as a Special Use in the I-1 (Industrial Business Park) District and a permitted use in the I-2 (Railroad/Warehouse Industrial) District and the I-3 (General Industrial) District. A current model for this type of business is to locate in close proximity to the interstate and along bus routes, to increase visibility and the ease of individuals accessing the trade school. With the current model for these types of businesses, properties zoned C-2 (Large Scale Commercial) District are appealing for the establishment of this type of use. Staff believes that this use is not out of character with the C-2 (Large Scale Commercial) District, provided there is sufficient acreage to adequately accommodate the use.
In addition to the districts where the use is currently allowed, Staff is proposing to allow Trade Schools with Heavy Equipment/Truck Operators as a Special Use in the C-2 (Large Scale Commercial) District for sites that contain a minimum of 50 acres.
The Planning and Zoning Commission and Staff recommend APPROVAL of the attached Ordinance amending Appendix B, the Zoning Ordinance, relating to Trade Schools with Heavy Equipment/Truck Operators.

The Planning and Zoning Commission found that the request met the Findings of Fact requirements and VOTED 7 TO 0 TO APPROVE.
