Communication from the City Manager and Director of Community Development with a Request to Concur with the Recommendation from the Planning and Zoning Commission and Staff to ADOPT an ORDINANCE Amending an Existing SPECIAL USE Ordinance No. 13,115, as Amended, in a Class C-2 (Large Scale Commercial) District for Local Sign Regulations for the Properties Located at 4123 NORTH SHERIDAN ROAD, 4125 NORTH SHERIDAN ROAD, and 900 WEST LAKE AVENUE (Parcel Identification Nos. 14-29-227-013, 14-29-227-012, and 14-29-226-017), Peoria, Illinois.  (Council District 3)

 

Body

BACKGROUND:  The petitioner, Jeff Stein of Hy-Vee, Inc. is requesting to amend the existing Special Use to amend the local sign regulations for an existing shopping center, commonly known as Sheridan Village Shopping Center.  The petitioner requests to add two digital style building signs and one freestanding sign.  Said freestanding sign would match the design and dimensions of the existing freestanding sign along Sheridan Road.  Prior to the Planning & Zoning Commission, the petitioner revised his request to eliminate a second freestanding sign.  The Planning & Zoning Commission and Staff supported the revised request.  The revised sign package is attached as Attachment A.   

 

The Planning & Zoning Commission found that the revised request met the Findings of Fact and voted 5-0 to approve the revised request with the following conditions and waivers:

 

1.                     Amend local sign plan to allow two digital style signs as shown in the revised sign package as Sign #4 and Sign #5.  One is a wall sign, one is a canopy sign.  Size of sign area may not exceed standards in the Unified Development Code.

2.                     Amend local sign plan to add one freestanding sign, as shown in the revised sign package as Sign #7.  Said sign must match design and dimensions of existing multi-tenant freestanding sign along Sheridan Road.

3.                     Provide a site plan that verifies the front yard setback for Sign #7 is at least 10 feet.  Sign #7 may not interfere with existing internal vehicle circulation pattern of the shopping center.  This condition has been met by the site plan in the revised sign package.

4.                     If any of the signs will have any part on the ROW (including footings) or overhang the ROW, a Revocable ROW permit will be required.

5.                     Waiver of size of sign area for Sign #7 as shown in the revised sign package.  Sign #7 matches the dimensions of the existing 25 ft tall, 155 sq. ft. multi-tenant sign along Sheridan Road. 

6.                     Waiver from the setback encroachment agreement for one freestanding sign, Sign #7 in the revised sign package.  Location of Sign #7 may not interfere with existing internal vehicle circulation pattern of the shopping center.

IMPACT IF APPROVED: The local sign regulations would be amended to allow the requested sign types.

 

IMPACT IF DENIED:  The local sign regulations would not be amended.  Any new building sign would need to comply with the existing local sign regulations for the shopping center.  No new freestanding sign would be permitted.
