Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of ILLINOIS CIVIL CONTRACTORS, INC. and Award a Construction CONTRACT from the Base Bid of $247,187.97 with an Additional Authorization in Contingency of $24,718.80 (10%), for a Total Award Amount of $271,906.77, for the LYNDALE ROAD RETAINING WALL. (Council District 3)

 

Body

BACKGROUND:  An existing retaining wall along the south side of Lyndale Road at California Avenue is deteriorated and in need of replacement. The wall is along the edge of the road and a stream bank. The city hired a structural engineer to review the wall in 2014. The report recommended the replacement of this wall within two years.

 

The proposed project consists of removal and replacement of the existing wall along Lyndale Road located generally between Missouri Avenue and Lyndale Terrace (formerly California Avenue). Appurtenant work will include structural excavation for the retaining wall removal/replacement, miscellaneous site drainage improvements, channel restoration and armoring, pavement removal/replacement, and site restoration. 

 

Bids were advertised on August 1st and 2nd and were received and opened on August 16, 2018 with one bidder submitting, as below:

The base bid represented quantities we would expect to see on a single project and covers typical pay items we expect to see throughout the contract.

 

Illinois Civil Contractors, Inc. is a local business that has successfully performed work for the City in the past. The Good Faith Efforts documentation submitted by Illinois Civil Contractors, Inc. were reviewed and approved. The Company will utilize 4% MBEs and 3% WBEs and will make a good faith effort to reach the 18% minority utilization and 3% female utilization in hours worked on the project.

 

 

FINANCIAL IMPACT:  This construction contract is budgeted in Project CSO181 in the 2018 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  Storm water infrastructure failures are a safety risk to the public.

                     

IMPACT IF APPROVED:  City storm water infrastructure will be repaired.

 

IMPACT IF DENIED:  City storm water infrastructure will not be repaired.
