Title

Communication from the City Manager and Fire Chief to RECEIVE and FILE a PRESENTATION from the Peoria Area Emergency Medical Services Medical Director Regarding ADVANCED LIFE SUPPORT SERVICES.

Body

BACKGROUND:  In May of 2016, the Peoria Fire Department applied to the Peoria Area Emergency Medical Services (PAEMS) Medical Director Dr. Matthew Jackson to add additional Advanced Life Support (ALS) services in the territory served by Station 19.  The application was denied by the Medical Director who cited departmental success rates on ALS procedures, a lack of QA data submitted by the department, and the current response times of AMT and the City as reasons for the denial.  Since then, the issue has continued to be discussed in the community, and the Fire Department has been working diligently to improve their performance.

Dr. Jackson will provide a presentation to the City Council outlining the genesis of emergency medical services in Illinois, the regulatory framework outlined by the State, the role the Medical Director and PAEMS play in their 9-county service area, and the structure and performance of ALS within Peoria.

FINANCIAL IMPACT:  The initial financial impact of adding ALS supplies in minimal, roughly $5,000 per machine.  The replacement costs of the drugs would be ongoing, and within the collective bargaining agreement with the fire union, certified paramedics are paid an additional 2% annually for achieving and maintaining that certification.

NEIGHBORHOOD CONCERNS:  The issue of ALS has been discussed in more neighborhoods over the past year.
