Summary:
The subject property contains 3.29 acres and is zoned R-1 (Single Family Residential) District.  The property is surrounded by R-1 (Single Family Residential) District to the north, O-1 (Arterial Office) District to the west, and R-7 (Multi-Family Residential) District and C-2 (Large Scale Commercial District) to the east and south.

In 2008, there was a request to rezone the subject properties, excluding the parcel located at 816 W Glen Avenue, to R-7 Multi-family Residential District and obtain a Special Use for site approval in the Thoroughfare District, which was later withdrawn.  
 
The Comprehensive Plan Designation for the property is low density residential.  Please note that the property is located in the Glen Avenue Controlled Thoroughfare District.  All development in the Thoroughfare District is subject to Site Plan Review and approval by the Planning and Zoning Commission and City Council, per Appendix B, Article 14.3.d.(1).d.  In addition, only certain uses are allowed in the Controlled Thoroughfare District.  If the property is rezoned to C-2, only those uses outlined in Appendix B, Article 14.3.d.(4).(c). would be allowed.  Proposed uses of the property must meet the Controlled Thoroughfare District requirements.  
 
Planning and Zoning Commission Conclusion and Recommendation:
The Planning and Zoning Commission found that the request met the Findings of Fact requirements and VOTED 6 TO 0 TO APPROVE.
 
Staff Conclusion and Recommendation:
While the proposed request does not align with the Comprehensive Plan Designation of the property, the request to rezone the property to C-2 (Large Scale Commercial) District is not out of character with the surrounding area.  Therefore Site Plan review Board does not object to the request.
 
Please note that Planning and Zoning Commission and City Council approval will be required for any development that occurs on this site, due to the location within a Controlled Thoroughfare District.
