Communication from the City Manager and Community Development Director with a Request to Concur with the Recommendation from the Planning and Zoning Commission and Staff for the Following:
A. ADOPT an ORDINANCE REZONING Certain Property from a Present Class R-1 (Single Family Residential) District to a Class R-4 (Single Family Residential) District, for the Property Located at 824 WEST MOSS AVENUE (Parcel Identification Nos. 18-08-226-030 and 18-08-226-024), Peoria, Illinois;
B. ADOPT an ORDINANCE Approving a SPECIAL USE in a Class R-4 (Single Family Residential) District to Build Townhomes, for the Property Located at 824 WEST MOSS AVENUE (Parcel Identification Nos. 18-08-226-030 and 18-08-226-024), Peoria, Illinois. (Council District 2)

BACKGROUND: The request is to: 1) Rezone property from a Class R-1 (Single Family Residential) District to a Class R-4 (Single Family Residential) District; and 2) Obtain a Special Use to build townhomes (more information is provided in the attached memorandum to the Planning and Zoning Commission dated October 5, 2017).
On October 5, 2017, the Planning and Zoning Commission voted 6 - 0 to approve the request as presented. The Special Use request was forwarded to the City Council for a vote on October 24, 2017, at which time it was deferred until December 12, 2017. The deferral allowed the petitioner time to separately pursue a right-of-way vacation that would impact the proposed site plan and layout. The vacation item is also scheduled to be heard by the City Council on December 12. The revisions include the increased lot size that will result from the right-of-way vacation, one additional unit, and carports not originally proposed. The revised plans were included with the attached, proposed Ordinance.
As the property is located within a local historic district, a Certificate of Appropriateness was granted by the Historic Preservation Commission. Changes require a revised Certificate of Appropriateness.
